Not sure, but I guess it can make a difference for AGP transfers.

While this does not improve the frame  rate directly, it does seem to
improve its stability due to larger buffers. It renders UT2004 'onslaught'
mode (barely) playable, for example, since the slumps in frame rate are
less bad. Be careful with RingSize, though. It is in megabytes, so you
probably should use a somewhat smaller value depending on available video
memory size.

These values have nothing to do with video RAM but with GART (i.e.
ultimately system) memory. FWIW, I doubt that increasing the ring buffer
size beyond the default of 1 MB provides any real benefit.
