OK, I've prepared would-be official packages of 8.12.10:

Tomorrow, time permitting, I'll take some time to file an ITP.

I just discovered that an ITP for fglrx has been filed already:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=201734

I couldn't find specific instructions on how to proceed in this case
(see http://www.debian.org/devel/wnpp/), so I'm asking for suggestions.
I guess I should add my own message to the ITP saying that I have
packages ready and Michel is willing to sponsor the upload, but then we
could just upload packages and close the bug altogether.

You shouldn't do that but contact the submitter of the ITP and/or follow
up to it.

* Checking with lintian: there are some errors caused by the binaries
("shlib-with-non-pic-code", "unstripped-binary-or-object"), but we can't
fix them AFAIK as we don't have the sources;

That's true for the former but not for the latter one. Just use
dh_strip, you may have to exclude some binaries though, e.g.
fglrx_drv.o.

It is my opinion that the packages are ready to go into experimental,
where hopefully they'll get a piercing look by some smart people that
can spot problems and suggest improvements.

I basically agree, just one minor comment: There's no reason to believe
that the driver for X.org 6.8 wouldn't work with any future 6.8.x
releases.
