New ATI driver version 8.18.6

Hi all!

Just for your information: I just checked out wether the new version of 
the fglrx drivers works with the 8.16.20-1 version of flavios 
installer. It does! Apparently, there aren't many changes in the 
sources, so all patches against 8.16.20 still apply flawlessly.

Only thing I did was to add a new entry to debian/changelog to reflect 
the new version and enable the debian/rules script to do its work 
properly.
