fglrxinfo reports using Mesa driver, which it shouldn't be:

And lsmod shows that the driver is not being used:
fglrx 264032 0
These are consequences of the X server not enabling the DRI due to the
above.

I have tried setting 'Option "UseInternalAGPGART"' to both "no" and "yes",
but it makes no difference.
The intel_agp module must be loaded for the former but must not be
loaded for the latter.
Please also check the kernel output for anything related to fglrx and/or
AGP.
